There are two forms of magical power in Terra: being able to manipulate a certain type of existing energy, or creating the energy from within. For example, a magic-user who specializes in Earth Magic may be able to manipulate the ground around him, or be able to create earth out of nothing in order to utilize for his/her purposes. Obviously, the latter example has greater potential, as there is conceivably an unlimited amount of substance for the magic-user to work with provided they have the energy to continue making it, therefore, those who are able to simply manipulate but not create the magic they specialize in will be able to use what spells they have to greater effectiveness as a way to compensate for having a finite amount of materials to work with.
However, those that can generate their own element have the potential to be equal to other magic-users in terms of capability, as their knowledge can conceivably extend to controlling elemental magic other than what they create themselves, however, this usually (but not always) comes from certain rare bloodlines, and to emphasize the fact that these bloodlines are rare, they must be approved by an Admin. Bear in mind, however, it's not unheard of for those who could not initially create their element to learn how, given enough time and practise.
Due to the extreme difficulty in mastering an element, it is generally seen as impossible to have complete control over two types, as in, Earth and Fire, for example. While it is possible to have excelled in one type and have a rudimentary knowledge of another, this usually leads to not having a complete mastery over your primary element, as opposed to someone else who had trained exclusively in that area.
Using basic magic spells, such as creating and throwing fire, will not require the magic-user to perform any sort of special hand seals, nor require any sort of incantations, as it's assumed that the person has sufficient willpower to concentrate enough to override such minor nuances. However, for a powerful spell, such as setting your sword on fire, will take a moment or two to cast, requiring the magic-user to create an opening during battle in order to perform the spell.
In the Lucian Empire, it is generally the rule that in order to learn magic, you must study under an officially appointed tutor. This is to keep young mages from causing undue damage accidentally to those around him.
As always, there are exceptions to some of the rules, but they must be cleared through an Admin first.
