Um... I'm a bit confused here. Are you attempting to create a fourth faction here there of, or join one of the three current factions, because the concept of "Astrology" sounds either like some sort of Bremelian twist on Magic, or a more subtle version of Lucian ideology.

The only thing I'm concerned about is the line about "Changing where a bullet is aimed, or how a sword swings." That's potentially... well... scary, in terms of Godmodding.

Personally, I feel that Astrology sounds as some sort of Bremelian mix. After all, they're using their own bodily energies to influence events, not Magic or Technology, or perhaps some sort of mix. In that sense, it sounds related to Alchemy, or something similar.
Making a fourth sector, in my opinion, is a no-go. We already have the two extremes, and I'm already concerned with losing people toward the common preference of Magic either way. If you saw, our last four bios that were approved happened to be Lucians. We need ways to bring more people to Bremelia and Shussei.
I recommend this as a Bremelian art, thanks to the similarities. However, if it must be its own power, we could argue it the philosophy of Southern Umberland.

I also thought the Bremelians should have a affinity with it... But this is a side art compared to the "Big Three", so to speak...
Hmm, South Umberland would be pretty cool....

The Dragoon stuff? Hell, you're a Lucian; you better have a lot of writing, or I'll kick your ass for lack of detail.
Still, I'm all for having Astrology as a Bremelian detail. Thus far, the only nice thing about us is Alchemy, and we're supposed to be a mass community of various things. Astrology would fit in there just fine.
And in the end, Varlyn drew out the Southern Umberlands as practically a future battleground, not a real nation...

Hmm... Yea, I figured that the Bremelians get Astrology....
Hell, right now I want to go write up some more ideas.... Like Necromancy and Sorcery (Which, in my mind, is different from regular magic >.>).....

I really don't know what to consider astreology. Since it really doesn't have anything to do with combining the two I don't think it'd be bremelian, and it is of course not Shussein, but I don't really think that it belongs to Lucia either. I say as long as it is in any country other than shussei it will be fine. It could very well be seen as a magic, but I'm not going to classify it as such. I'm not going to make it a major thing either though since it does say that there are few that study astrology anyway. So basically Auroth can make his character in anywhere other than Shussei based on the fact that astrology does seem to give the user specific powers that don't relate to that country. There's my two cents.

Oh yea, is it possibly for a Character to learn arts not associated with their nation?
Like a Lucian learning Alchemy? Or a Bremelian learning Magic?

No, that'd only complicate things. To wield Magic, you have to be Lucian; to wield Alchemy, you have to be Bremelian; to wield Technology, you have to be Shusseian. If we took it beyond that, then loyalties around here would be just about everywhere, and it's already clear that some people from various groups will be loners.
Bremelians can typically be a weaker mix of the other two, so you could be a "Spell Sword" type in Bremelia. Other than that, it should stay to its name.
Hence why I'm worried about keeping Astrology hovering around. It could definitely complicate things.

Seeing as you stated yourself, Dylan, that you don't know exactly what to do about astrology or what it is, I suggest you not be the one to look over its workings and effects (just some common sense). I say that there could be a sect of astrologers that predict the future and what not but not having it precisely user-based.
What I'm thinking is that a character (or a few) could have a knowledge of astrology and its workings and use that ability for major plotline twists. For example, we'll say that Shussei is planning a major strike against Lucia, but Lucia buys the confidence of an astrologer and is told when and where that attack will occur. The Lucian people would then either prevent it or set a trap for the Shussei at said time and place.
I don't much like the idea of people being able to change the course of events by use of astrology at a whim, but using it for major storyline events would make sense.
